Dr Sahib received his Ph.D. degree in Economics from the Kiev State University, Ukraine in 1994. He is Professor of Economics at top higher education institutions in Cambodia, including the Royal School of Administration and the Royal Academy of Cambodia, where he trained and mentored innumerous Cambodian students, researchers, entrepreneurs, young leaders and governmental officials.
Dr Sahib has served in a series of senior policy positions, including Secretary General and Vice Chairman of the Supreme National Economic Council and Economic Advisor to the Prime Minister, among others. Now, he is the Permanent Vice Chairman of the Supreme National Economic Council, the supreme policy think-tank for the Prime Minister where he receives the rank as Minister. Currently, he is also the Chairman of the Cambodia Securities Exchange.
Dr Sahib leads a nationwide project called “Financial Management Information System – FMIS” project. Under his leadership, the FMIS project has been designed and implemented successfully. The project is now the steppingstone to improve effectiveness, accountability, transparency and good governance over the usage of the national budget, which in turn ensure sustainable growth and poverty reduction, and been recognized as the backbone for the Public Financial Management Reform Program of the Royal Government of Cambodia. In fact, by mid-November 2016, over 11,000 financial transactions amounting USD3 billion plus were transacted through FMIS system
